New Yorkers are trying to combat horn-honking taxi drivers with new technology. Honking in NYC is an offense punishable by a $350 fine unless it occurs in the event of imminent danger. Community Board 3, which represents the East Village, Lower East Side, and Chinatown, has asked the New York City Taxi and Limousine Commission "that cabs be modified with lights that identify horn-honkers so that offenders can be prosecuted more easily.
